We do have custom phpdoc templates "HTML:Smarty:PEAR" (see cron/apidoc-queue.php)

Since the cron/apidoc-queue.php script *does* specify a -dn (default package name) of the PEAR package being documented, I was able to set the HTML:Smarty:PEAR template to make all top-right "package" titles become hyperlinks that point back to the PEAR package homepage. Committed to SVN.
