This doesn't happen with PHP 5.

This does not seem to happen for me on PHP 4.4.9 using PEAR 1.8.1 when I install File 1.3.0

Which libxml do you have ? This could be due to lixbml 2.7 to 2.7.2

This bug has been fixed in CVS. If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
