Bugs opened by the new system should never allow edit=2, but should instead shunt to edit=1. All we need in bug.php is:
// 2 is not possible for newer bugs, problem encountered by spin
if ($edit == 2) {
if (!empty($bug['bughandle'])) {
$edit = 1;
}
}

This bug has been fixed in CVS.
If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).
If this was a problem with the pear.php.net website, the change should be live shortly.
Otherwise, the fix will appear in the package's next release.
